It wouldn't be logical to assume Mario is only going to use FLUDD. Another reason could be that even though us "hardcore" gamers know every detail about Galaxy, most of the public doesn't, so it would make sense to give him FLUDD and say, "Hey that's FLUDD from Mario Sunshine", instead of, "Why is Mario in a Bee outfit". Or then again, maybe one of the producers of the game really likes FLUDD (I thought he was cool =P ). Oh yeah, and doesn't Luigi have his ghost vaccum in this game? (Not sure how it would work though..) Galaxy isn't bringing anything really new to the table in gameplay. Its more the environment, so look for a Galaxy themed stage. As well as Items from the game. Super Smash Bros. seems to have a knack for bringing items, features, and techniques for characters that span from more games and time periods than just the present.
