You can get a card with a unique number of that let's you download a certain game in the box, just like the Wii Points cards have a number on that gives you points. Retail outlets, I'm sure, would love this sort of system. Not only could they sell VC games in-store (by selling the cards with numbers on them, just like they do with Wii Points cards), they could also do special offers like "Buy Zelda:TP, get a free copy of OoT on VC download!".
